It's a type of early gearwheel, made of two discs of wood with rungs between to work as the cogs.
It is called a lantern pinion because it looks a bit like a very old lantern.
This type of gear in unusual in the UK, where this picture was taken at Chesterton windmill. They are found in much greater numbers all across Europe.
